Cost to Fix a Wolf Burner That Will Not Simmer
If a burner offers a rolling boil or nothing, the low end has gone and the cause sits in the gas path, not in the cooktop as a whole. If the low flame is there but ragged round one side of the cap, that is a cleaning job and it can keep.

Why the low end goes first
A burner at full output is forgiving. At its lowest setting it works through a very small opening with no margin, so anything that alters that opening, or the pressure across it, shows at the bottom of the dial long before the top.
Three things produce it. The orifice serving that burner is wrong for the gas the house supplies. The ports round the cap are partly blocked, usually by a boil-over wiped off the top and not out of the slots. Or the valve has drifted at its low position.
What a remodel does to a simmer
Kitchens change around appliances far more often than appliances change. A range that has been moved, re-piped, put on a longer run, or set up for a different fuel and never tuned afterwards will behave as before at high and lose the bottom of its range. What settling it involves
Cap and head off, ports cleared and compared with the neighbouring burners, the orifice changed where it does not match the supply, then the low setting adjusted and watched through a full cool-down. A simmer that holds while the box is hot and drops once it cools has not been fixed. The second band covers it either way.
